College holds examinations for the council of Higher Secondary Education, Orissa, and the University at the end of the academic year and also class examinations to promote the 1st yr. students to the 2nd year classes.
A.ATTENDANCE :
A student should have 75% of the attendance in the general lectures, tutorial and practical classes in order to be eligible to be sent up for council or University Examinations. The same percentage is also required to be promoted from the 1st year to 2nd year of +2 and +3 Classes. Cases below 75% of attendance will not be ordinarily considered and would be detained. However, condonation may be granted to the extent of 15% in exceptional cases on the production of medical certificate. In case of +2 the students should have 80% of attendance in Tutorials and practical taken separately in addition to 75% of attendance in general lectures. Council grants condonation to the extent of 10% in exceptional cases.
B.COLLEGE EXAMINATION
1.The students of 2nd year H.S Arts and Science and +3 1st yr / 2nd yr / Final yr. Arts. and Science are required to appear the following examinations conducted by the College.
a)PRE-TEST EXAMINATION
b)TEST EXAMINATION.
2.The students of 1st year H.S Arts & Science are required to appear in the following examination conducted by the college.
a)FIRST TERMINAL EXAMINATION
b)ANNUAL EXAMINATION
3.The students will be sent up for the University and H.S. Examinations or promoted to the 2nd year Classes of +2 and +3 primarily on the basis of marks obtained in the college /univ. examination. No student shall be sent up or promoted unless he/she secures the minimum number of marks prescribed by the University or council in each and every subject. However the rules are subject to change from time to time.
4.Application for leave of absence due to illness must be accompanied with a medical certificate from a registered medical practitioner duly attested by parent or guardian.
5.Any case of malpractice at any college examination will be taken serious notice of and the candidate indulging in malpractice shall be penalised as per the decision of the authority/staff council.
6a) Candidates are to observe strictly the rules laid down by the University or the council mentioned on the backside of the Admit cards. The same rules will be
applicable even for college Examinations.
b)The candidates should bring their Identity cards and Admit cards to the Examination positively. If any person is found impersonating for any other candidate he/she will be handed over to the law and order authorities to be dealt with under the provisions of Cr. P.C.
c)No candidates shall leave the Examination hall before the expiration of one hour after the commencement of the examination. Temporary absence from the hall for more than 2/3 minutes is a violation of examination rules and discipline. Such candidates will be punished as the centre Superintendent deems it proper.
d)Candidates should not produce any noise or disturbance in the hall or misbehave with the invigilators. Such cases will be seriously viewed and it may amount to expulsion by the centre superintendent then and there.
e)The candidates should not have any other material with them except pen, pencil or instrument box. Those in possession of incriminating materials will be booked under Malpractice cases and than law will take its own course to deal with such cases.
f)Infringement of the above rules or misbehaviour will render a candidate liable for expulsion from Examination hall or such other punishment as the principal may deem it proper.
C.UNIVERSITY EXAMINATION / Regulation effective from 2002-2003
1.The Three year Degree Course leading to the Bachelor’s degree in Arts/Science/ Commerce of Berhampur University shall be spread over a period of three academic years. A candidate for the Bachelor’s degree in Arts/Science/Commerce shall be required to pass the following examinations.
i)First University Examinations at the end of first year.
ii)Second University Examination at the end of Second Year Examination.
iii)Final University Examination at the end of Third Year.
2.A candidate shall be eligible to appear the second and final University examination only if he/she has registered for the first and Second University examination respectively. However, his/her results shall not be published unless he/she has passed in the first and Second University Examination respectively.
3.Division is awarded by the Council on the following basis. 1st division – 60% in aggregate and above
2nd division – 50% in aggregate but less than 60% 3rd division – 35% in aggregate but less than 50%
D.C.H.S.E. EXAMINATION
Qualification for admission to annual Examination :
a)Any registered student of the council may be admitted to the annual examination in Arts and Science course if he/she has completed one or more affiliated institution recognised for the purpose of such examination a regular course of study on the subjects in which the candidate wishes to be
examined for not less than two academic years after passing the High School Certificate Examination of Board of the secondary Education Orissa or some other examination recognised by the council as equivalent there to ( Examination conducted by central Board of Secondary Examination, Indian School Certificate.
Provided that a student
i)Who has passed the Higher Secondary Examination may be permitted to appear at the same examination, subsequently, in any subject in which he has not already passed without attending a regular course of study in any institution.
ii)Who takes up a subject in which a practical course is prescribed shall have to produce a certificate from the Head of the Institution to the effect that he has completed the prescribed practical course in that subject.
Qualification for admission the 2nd examination :
b)The following categories of students shall be permitted to appear at the instant examination.
i)Candidate eligible for appearing instant examination by the C.H.S.E.
Certificate to be produced
Every candidate sent up for the Higher Secondary Examination by an institution shall produce a certificate from the Head of the Institution of :
a)Good conduct
b)Diligent study and that
c)He/she has satisfactorily passed the college periodical examination and other tests.
d)i) The candidate has to pay the examination fees as prescribed by the council from time to time.
ii)A candidate who has failed at the Higher Secondary Examination or having been registered for the examination failed to present himself at the examination on payment of the prescribed fee without further attending at lectures and when he offers any subject or subject for which practical examination is prescribed he shall produce a certificate from the Head of the institution having taken a further course of practical works in an institution in each subjects for at least one month before the commencement of the examination at which he is to appear.
e)i) Examination shall be conducted by means of written papers. There shall be, in addition, a practical examination in those subjects where there is provision for the same.
ii)The laboratory notes books or field work notebooks each candidate who offers a subject in which there is practical examination shall be examined by the practical examiner. Each experiment in every notebook shall contain the signature of the student, date of the experiment together with the signature and date of the teacher under whom he worked.
Exemption from appearing at a subject or subjects :
f)If a candidate fails in one subject in the Higher Secondary examination but secures pass marks in aggregate, he can be exempted from appearing again in that subject or group subjects in which he passed and the order of exemption shall remain valid only for the next two consecutive examinations conducted by the council following the examinations in which he originally failed.
Provided 1) that he/she will have to clear all the failed subject at a time and
2)that he/she will not placed in any division.
E.THE ORISSA CONDUCT OF EXAMINATION ACT 1988
AN ACT TO PROVIDE FOR PENAL ACTION FOR ADOPTION OF UNFAIR MEANS
AT CERTAIN EXAMINATIONS HELD IN THE STATE AND OTHER MATTERS CONNECTED THEREWITH.
Be it enacted by the Legislature of the State of Orissa in the Thirty-ninth year of the Republic of India as follows. This Act may be called the Orissa conduct of Examination Act, 1988.
2.Definition :
In this Act, unless the context otherwise requites :
a)“recognised examination” means an examination specified in the schedule and includes evaluation, Publication of results and all other matters connected there with.
b)“unfair means” in relation to any recognised examination means taking or giving or attempting to take or give any help other than one permissible if any, under the rules applicable thereto, from any material, written recorded or printed or relayed, or from any person, in any form whatsoever.
3.Prohibition of use of unfair means at Examination :
a)No person shall adopt or take recourse to unfair means at any recognised examinations.
b)No person shall aid, abet or conspire at any recognised examination.
4.Restriction on copies of question paper and of Information :
No person, who is not lawfully authorised or permitted by the virtue of his duties to do so, shall before the time fixed for distribution of copies of question paper to examinees at a recognised examination :
a)Procure, attempt to procure or posses, such question paper or a portion of a copy thereof or.
b)Impart or offer to impart information which he knows or has reason to believe his related to or is derived from or has a bearing upon such question paper.
5.Prevention of leakage by person entrusted with examination work :
No person who is entrusted with any work connected with a recognised examination shall except in the discharge of his duties, directly or indirectly divulge or cause to be divulged or known to any other person any information of part there of which he has come in possession in the discharge of duties.
6.Restriction on taking papers :
No person shall procure, possess, distribute or otherwise publicize or cause to be published any question paper as being the one purporting to be the one that is to be given or likely to be given at an ensuing recognised examination.
7.Prohibition of loitering etc. near examination centre etc. : No person save in the discharge of his duties shall :
a)during the hours when a recognised examination is conducted at any recognised examination centre or where any evaluation or tabulation work relation to a recognised examination is done and
b)two hours preceding the commencement of such examination, evaluation or tabulation on any date on which such examination is conducted or evaluation or tabulation work is done, commit or cause to be committed any of the following acts within the premises where in the recognised examination is held or at any public private place of evaluation or tabulation work namely.
i)loitering
ii)distribution or other wise publicizing any paper or other matter relating to such examination, or
iii)including in such other activities as is likely to be prejudical to the conduct of such examination or is likely to affect the secrecy there of. Provided that nothing contained in this section shall apply in respect of bonafide activities of examinees appearing at the examination which conducted at such examination centre.
8.Refusal of duties connected with examination prohibited :
No person assigned with invigilation work, superintendency of any recognised examination at any centre or any other work connected with such examination or evaluation, tabulation or publication of results of such examination shall refuse, save under circumstance beyond his control to perform the work of duties so assigned.
9.Penalty
Whoever contravenes any of the provisions of sections 3 to 8 shall on conviction, be punished with imprisonment for a term which may extend to three thousand rupees but shall not be less then five hundred rupees or with both .
10.Investigation etc.
a)As offence under this Act shall not be investigated by an officer below the rank of a sub-Inspector of police.
b)All offences under this Act shall be cognizable and non bailable.
11.Effect of other laws
a)Subject to the provision of subsection (2) the provisions of this act shall have effect notwithstanding any thing inconsistent there with contained in any enactment other than this Act.
b)Where any act of omission constitutes an offence punishable under this act and also under any other Act, the offender found guilty of such offence shall be liable to be punished under the act and not under this act.
